9/28/2005SACOGRFP for Environmental Phase 1 studiesRFP defines scope of work for Alternatives analysis and project definition.
One objective: "Define a reasonable range of alternatives at a sufficient level of detail to support further
analysis, environmental and engineering studies."
Screening criteria include a fatal flaw analysis and travel demand forecasting.
The Conceptual Engineering task referst to the Alternatives cited in the Final Concept Plan while stating that the study may include "any other viable/practical
“alternative” (or combination of features that may not be identified in the Final Concept Plan)".

option."

She [Ms Hoyt] explained that the public outreach will focus on information dissemination and education of the public on the project and the current process.". Four meetings were planned, one each in Rancho Cordova, Folsom, El Dorado Hills, and Sheldon. Note absence of input from the public to SACOG in the public outreach process.
6/XX/2006SACOGFrequently Asked Questions documentOne relevant question & answer:
Q: "Will there be an opportunity to study other alignments not identified in the Concept Plan?"
A: "At the start of the formal environmental review process, there will be an opportunity during the scoping process to suggest new alternatives were not included in the Concept Plan. To be considered, new alternatives will need to address the Purpose and Need of the project."

»7/19/2006SACOGTechnical Advisory Committee meeting minutes"Mr. [James] Labanowski [URS Corporation] stated that the conceptual designs are complete."

Note that the formal environmental review process had not yet been started. Therefore either this is a false milestone or the JPA's process management precludes the promised ability to 'suggest new alternatives ... not included in the Concept Plan'.

6/8/2009Connector JPAPresentation for EDH Community Workshop #2Estimates of growth in housing units appear more consistent with Fire District statistics than in prior documents.

Forecast traffic at county line in 2045 is ~36,000 ADT for Draft "High" Connector Concept, ~23,000 ADT for No Build.

Expected % of traffic on White Rock between Latrobe Rd & US 50 and on US 50 east of Silva Valley appears far too low.
