  8. Widening of Green Valley Road has been blocked prior to start of its final phase of construction. This is due to legal restraint of capacity development by area noncompliance with ozone level standards.

  9. Future funding for this project in years after FY 07/08 includes $10,866,495 from West Slope TIM funds and $5,282,634 from Master Circulation & Funding Plan Financing.

  10. Funding sources for Phase I of the Missouri Flat Interchange are:  $5,054,000 from the Missouri Flat Master Circulation & Funding Plan (MCFP); $17,600,000 from Regional Improvement Financing; $15,237,372 from State Transporation Impact Mitigation Fee; and $850,000 in FY 2007/2008 without an identified source. Further investigation is needed to confirm the origin of these funding resources. This project is due to finish in FY 2007/2008, except for environmental monitoring which accounts for $300,000 in one or more later fiscal years.

  11. Funding for the initial study of the Ponderosa/South Shingle/US 50 interchange upgrades is from the State Transportation Impact Mitigation Fee. Funding for work in future years is $8,720,000 from the same source and $8,330,000 currently without an identified source.
  12. This developer-built signalization project is starting in FY 05/06 instead of 04/05. Of the developer-supplied funding, half is from a RIF. The other half apparently is by agreement with the developer.
  13. At least one source other than the current CIP document indicate that this interchage was designed and passed environmental review in 1991. In the words of the current CIP document, "The scope of the project as detailed in the approved Project Report needs to be revisited in light of actual build-out to date and future build-out planned under the new General Plan."

    Total cost for the project, including future expenditures, is listed as $25,678,822.  This probably is speculative, and all numbers for this project warrant review. For example, prior expense for planning/environmental is listed as $56. This seems unlikely if the project did in fact proceed through design and EIR approval in 1991. The only other number given for prior costs is $1,766 for acquisition of right of way.

    This CIP attributes the full amount of $25,678,822 to the Silva Valley Interchange Trust Fund, except for $19 attributed to Road Fund Discretionary.
  14. Sophia Parkway opened in 2004 with about half of the length in the El Dorado County project built to only 2 lanes. The remaining 2 lanes had been graded but the road surface had not been constructed. It remains in that state a year later. It is unclear when work will resume on this road segment and when it will be completed.
