Measure P on the November ballot, if approved, will incorporate El Dorado Hills to form a city government.  This summary provides pointers to sources of more information on this side of the page and a brief summary on the reverse side.

The Waterford Owners Association does not take a position on issues which are not specific to Waterford. We offer this summary to assist owners in locating information that can be of value in making their own individual choices to support or oppose Measure P.

LAFCO Documents

LAFCO is responsible under California law for collecting and analyzing data to project the proposed city's fiscal viability and any potential environmental impacts resulting from incorporation. Results of the major studies and related documents are available on the LAFCO web site (www.co.el-dorado.ca.us) in the
El Dorado Hills Incorporation Project Document Archive.  These LAFCO documents are required to be objective and impartial. The most important documents are:
  • CFA (Final Report): Comprehensive Fiscal Analysis
    This analyzes the proposed city's fiscal viability in a 9-year study period. It reports recent fiscal data and projects the revenue for the new city and expenses based on maintaining the same level of services currently received from the county. Sensitivity analyses investigate alternative future conditions, such as reduced housing growth rate.

  • EIR:  Environmental Impact Report
    This is the full EIR and related documents. The document contains draft content as released for public review.

  • Final EIR
    This is the set of final changes to the EIR, also including related documents. Many key issues in the debate about city incorporation are addressed in its section containing public comments and issue-specific responses.
