HOV lane underutilization examples
 

These photos illustrate the problem of High Occupancy Vehicle (car pool) lanes being underutilized, forcing higher congestion in other lanes than they would experience without HOV lane restrictions. Non-HOV lanes are called "mixed flow lanes", since they carry a mix of single occupancy vehicles and multiple occupancy vehicles.
