Joint Chambers assertion:

SB 2535 would hamper search and rescue operations and fighting forest fires
Limited and restricted motor vehicle access
    Limited and restricted helicopter flyovers

Rebuttal

This will be a limited rebuttal:  Full assessment would require substantial research into each parcel proposed to be protected as wilderness.  Parts of my own personal knowledge are based on past experience in driving through and flying over many of the areas involved, especially the San Gabriel Mountains north of Los Angeles.

Most of the areas proposed to be classified as wilderness appear to be locations which are in fact already wilderness, without roads.  Legal designation of this land as wilderness will not change that.

Some of the areas to be classified as wilderness may contain fire roads.  This would be the main issue; under current law and policies the regulating agency for each area would need to determine whether to follow the general guideline of reverting roads to a natural state or to retain them in keeping with law and policy provisions that authorize wildfire management.

See Search and Rescue & Firefighting for quotes of the law and policies for this.
